<p>Below are pictures of the vehicle which is described as a white SUV with champagne-colored trim at the bottom of the vehicle. The first three letters of the license plate may be “BHY.”</p>
<p>Anyone with information should contact Detective Karl Moore with the Southlake Police Department at 817-748-8127.</p>

<p>Wednesday evening, May 22nd,  at approximately 7:00 p.m. a gunman opened fire on a Southlake resident who was sitting in the passenger seat of his car in Town Square.  Unfortunately the victim did not survive the attack and was pronounced dead at the hospital. Southlake Police Detectives are actively working the case and following viable leads.</p>
<p>While a violent incident such as this is very rare in our quiet community, it will certainly cause any community to question the safety of its residents, I would like to provide some information which might alleviate some of those fears. Based on the current information we have, I do not believe this incident to be a random act of violence. While I cannot go into the specifics of the evidence we have in our possession, I do feel I have the responsibility as your Chief of Police to inform you that this was a well-orchestrated, deliberate attack on a specific individual. I am confident the suspects involved in this attack immediately left our area and no longer pose a threat to Southlake residents.</p>
<p>Since this incident occurred during a period in which the square was heavily populated, we believe there may be additional witnesses we have not been able to speak with. If you have any information regarding this incident please contact Southlake Police Detective Karl Moore at 817-748-8127 or Tarrant County Crime Stoppers at 817-469-TIPS (8477).</p>
<p>With a case of this magnitude, it is imperative that we utilize every resource available to us. I have requested assistance from area law enforcement agencies to include the FBI, DEA, and Department of Homeland Security. Every agency has committed to help us solve this crime. Again, I do not believe there is any further threat to our community and if you have any questions please feel free to contact my office at 817-748-8114.</p>

			<content:encoded><![CDATA[<p>UPDATE &#8211; May 22, 2013 &#8211; This event has been canceled.  Due to the  situation in Town Square Wednesday night, tonight, Carroll ISD and Southlake DPS have canceled tomorrow&#8217;s &#8220;Game Over&#8221; mock vehicle crash at CHS. CISD and DPS mutually agree it is not in the best interest of our students to present this emotionally impactful program at this time. CISD also does not want to pull police resources away from the investigation.</p>

<p>The Southlake Police and Fire Departments will again participate in this years &#8216;Game Over&#8217; program for students in the Carroll Independent School District. The program puts a real face to the devastating effects of drinking and driving and distracted teenaged driving.</p>
<p>Drinking and driving was once the main focus of the &#8216;Game Over&#8217; program but it has now expanded to include texting and driving due to an increase in driving fatalities and serious injuries among teenagers. Texting and driving now kills more teens than drunk driving according to the Centers for Disease Control.  Statistics show that teens who texted while driving were five times more likely than those who didn’t to also drive impaired.</p>
<p>In 2012, there were more than 90,000 traffic crashes in Texas that involved distracted driving. These crashes resulted in approximately 18,500 serious injuries and more than 450 deaths according to The Texas Department of Transportation. Nearly 1 in 4 crashes involve distracted driving.</p>
<p>Southlake Police and Fire will be participating in a two day mock exercise with Carroll Independent School High School students this Thursday and Friday, May 23<sup>rd</sup> &amp; 24<sup>th</sup>.  The ‘Game Over’ program will begin with a mock crash scene on Thursday morning (Tomorrow) at 9:45 a.m. CareFlite will land at Bicentennial Park as part of the mock exercise.  The purpose is to allow students to experience a serious fatality crash in real time with living actors to really drive home the message that drinking and driving and texting and driving kills.</p>
<p>Several students will play the role of actors who have been seriously injured or will play dead in the mock exercise while the rest of their 9th and 10th grade classmates look on. The mock exercise is about as real as it gets for these students, parents and teachers without having to experience a tragedy in real life. Following the mock crash another actor will play the role of the Grim Reaper throughout the day pulling students randomly out of class to demonstrate how many people are killed each year due to distracted driving.</p>
<p>The goal of the ‘Game Over’ program is to save lives.  Friday will conclude with an assembly at the school. After participating in the two day event it’s hoped that students who experience the ‘Game Over’ mock fatality crash scene will make the right decision to never text and drive or drink and drive.</p>

			<content:encoded><![CDATA[<p>Although it’s been a cool spring, mosquitoes are already making their presence known in Southlake.  Traps that have been set by City of Southlake staff have yielded dozens of mosquitoes, but only test results will tell if the mosquitoes carry the West Nile Virus.</p>
<p>“After last summer’s unprecedented outbreak, the City reached out to the health departments of both Tarrant and Denton counties so we could prepare for this summer’s West Nile Virus season,” said Emergency Management Coordinator Kyle Taylor.  “We have also developed a tiered response that is based upon the amount of mosquitoes that we are finding in our traps, the results of West Nile Virus testing and any confirmed human cases of the disease.”</p>
<p>Last summer, Texas was at the epicenter of the worst West Nile Virus outbreak in years.  Southlake saw eight confirmed cases of West Nile Virus.  This summer the City is encouraging residents to take personal responsibility to <em>Fight the Bite. </em></p>
<p>“What many people don’t know is that backyards are the perfect breeding grounds for mosquitoes,” said Environmental Coordinator Christi Upton.  “Any area that holds little more than a teaspoon of undisturbed water for a <img class="alignright size-full wp-image-21728" title="Mosquito" src="http://www.mysouthlakenews.com/wp-content/uploads/2013/05/Mosquito.png" alt="" width="288" height="288" />couple of days can become a breeding ground for the type of mosquitoes most responsible for spreading this virus.&#8221;</p>
<p>Upton urges residents to get rid of these mosquito hot zones and get rid of standing water where you can.  Close containers, empty what you can&#8217;t frequently, or treat areas you can not drain with a larvacide.  She added that the City is checking and testing public property areas of standing water, treating with a larvacide and placing briquettes when appropriate.</p>
<p>The City is making biological mosquito larvicide available to residents for private property use.  These briquettes treat standing water by releasing a larvicide that kills larvae for a period of 30 days.  The briquettes are available at the following locations Public Works Operations, 1950 E. Continental Boulevard Monday – Friday, 7:30 am to 4:30 pm.</p>
<p>The City has created a website page <a href="http://www.cityofsouthlake.com/FightTheBite">www.CityofSouthlake.com/FightTheBite</a> to aid residents and businesses.  It answers frequently asked questions and details the City’s Action Plan for the summer.</p>
<p>“The website also provides a way for people to report a mosquito problem if they see it, said Taylor.”  “Just fill out the “Mosquito Problem” form and the City will follow up on your request.”</p>

<p>&#8220;We were given a mission by the City Council and the families of Southlake,&#8221; said Assistant Police Chief James Brandon.  &#8221;Now it is time to find the officers who will not only add another layer of safety and security to our schools, but also help provide support and encouragement to Carroll students.&#8221;</p>
<p>The placement of SROs in the Carroll schools was the result of a recommendation by a safety and security task force headed up by Southlake Mayor John Terrell.  Other task force members include Carroll School Board President Read Ballew, SPARK representative Laura Hill, Southlake Police Chief Steve Mylett as well as state, and federal law enforcement officials.   The task force was created after the tragic shootings at Sandy Hook Elementary in Newtown Connecticut.</p>
<p>&#8220;The hiring criteria of the Southlake SROs is specific, any applicant must have an advanced TCLEOSE designation,&#8221; said Human Resource Director Stacey Black.   Black worked with Assistant Chief Brandon and Chief Mylett to create the job description and work scope.  Much of it was based on the task force&#8217;s recommendations and Brandon&#8217;s and Mylett&#8217;s years of police experience.</p>
<p>&#8220;It&#8217;s a different kind of police work that&#8217;s why it will take a special kind of officer to be successful in this role,&#8221; said Chief Mylett.  &#8221;They will have to be willing to forge relationships and make investments into the students’ lives and their wellbeing.  It&#8217;s about helping create an environment where kids can learn and thrive and feel safe doing it. That&#8217;s why we will only hire the best of best.&#8221;</p>
<p>Once the applicants are hired, Assistant Chief Brandon says that the officers will go through a week-long specialized training that will focus on the safety and security needs of the school environment.  Not long after that training is over, the officers will then help open up the 2013-2014 school year on August 26th.</p>
<p>The enhanced SRO program will be funded primarily through the Crime Control and Prevention District; a voter approved local sales tax allotment that funnels 1/2 cent of every sales tax dollar into a fund designated for safety and security initiatives.  The City&#8217;s general fund will also contribute towards the program&#8217;s costs.</p>

			<content:encoded><![CDATA[<p>May 12<sup>th</sup> – 18<sup>th</sup>, 2013 has been designated Police Officer Memorial Week to honor fallen officers across the country. In 1962, President John F. Kennedy proclaimed May 15th as National Peace Officers Memorial Day along with the week in which May 15th falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others.</p>
<p>Crime fighting takes a very special individual, one who would sacrifice their life to help another.  Since the first recorded police death in 1791, there have been over 19,000 law enforcement officers killed in the line of duty.  Currently, there are 19,981 names engraved on the walls of the National Law Enforcement Officers Memorial. More than 1,500 law enforcement officers have died in the line of duty during the past 10 years, an average of one death every 57 hours or 154 per year. There were 120 law enforcement officers killed in 2012; and Texas has lost more officers than any other state with a total of 1,653 officer deaths. There are currently more than 900,000 sworn law enforcement officers now serving in the United States, which is the highest number ever.  About 12 percent of those are female.</p>
<p>On Thursday, May 16,<span style="font-size: 11px;"> </span>2013 the City of Southlake’s Police Department will host a ceremony to commemorate fallen officers at the Rustin Pavilion in Town Square at 10:00 a.m. with a proclamation to be read by Mayor John Terrell. The Memorial Ceremony will be an occasion to not only honor law enforcement personnel who have made the ultimate sacrifice, but also a time to thank Southlake Police Officers and Officers everywhere who protect and serve their communities.</p>

			<content:encoded><![CDATA[<p>The Fourteenth ‘Annual Art in the Square’ is underway this weekend in Southlake Town Square.  Residents and visitors alike will not only find lots of great art, but also live music and entertainment, a kid zone and plenty of fantastic food to choose from. <img class="alignright size-medium wp-image-21396" title="venessa AITS" src="http://www.mysouthlakenews.com/wp-content/uploads/2013/04/venessa-AITS2-225x300.jpg" alt="" width="225" height="300" /></p>
<p>The Southlake Police Department wants everyone to have a safe and enjoyable time at this year’s event.  We’d like to remind everyone to follow the Hide, Take, Lock guidelines to help reduce theft and keep their valuables safe. Remember to: Hide your things, Take your valuables and Lock your vehicles.</p>
<p>Southlake PD will have increased security for the event including additional officers on patrol, roving emergency vehicles to move through the square quickly and the Police Department’s Skywatch Tower will also be in place high above the kid zone area.</p>
<p>About 50 to 60 thousand people are expected to attend ‘Art in the Square’ this weekend so your best parking options may be either the east or west parking garages. <img class="alignright size-medium wp-image-21395" title="AITS patrol" src="http://www.mysouthlakenews.com/wp-content/uploads/2013/04/AITS-patrol-300x225.jpg" alt="" width="300" height="225" /></p>
<p><strong>Command Post</strong></p>
<p>If you have an emergency or need assistance you can find our Police Command post located near Grand Avenue and Fountain Place on the east side of the square. The Southlake Police Department would also like to remind visitors to stay hydrated and have a place for family and friends to meet up in the event you get separated from each other. 			<content:encoded><![CDATA[<p>According to the National Institute on Drug Abuse, 1 in 9 teens have abused prescription drugs. Often these medications are found in the home. Parents and adults can do their part to rid their homes of dangerous prescription drugs by cleaning out your medicine cabinets and disposing of them during the Drug Enforcement Agency’s National Take Back Day.</p>
<p>The Southlake Police Department is again participating in the DEA’s National Take Back Day on Saturday, <strong>April 27, 2013 from 10:00 a.m. to 2:00 p.m.</strong>  Individuals can bring unused prescription drugs to our designated drop-off location at our DPS Headquarters located at 600 State Street.<strong> Participants will remain anonymous and no questions will be asked.</strong></p>
<p>Participants may dispose of pill-form medication either in its original container or by removing the medication from its container and dropping it directly into the disposal box.  Liquid prescriptions, such as cough syrup, should remain in its original bottle.  Please make sure the lid is tightly sealed to avoid spillage. An officer will be on hand to keep the DEA container secured.</p>

<p>• The drug take back program is anonymous and no requests for identification or personal information will be made.</p>
<p>• Participants may dispose of medication in its original container or dispose of it directly into the disposal box.</p>
<p>• All participants must retain possession of their own medication during the surrender process.</p>
<p>• No illicit drugs or substances such as marijuana or methamphetamine will be accepted.</p>
<p>• Intravenous solutions and syringes will not be accepted during this initiative due to potential blood-borne hazards.</p>
<p>• Collection boxes will be provided by the DEA and at the conclusion of the event; each box will be labeled by law enforcement and retrieved by the DEA for proper disposal.</p>
<p>This is a great opportunity to safely dispose of unwanted or unused prescription drugs. National Take Back Day is open to everyone.</p>
